Configuration sync

Dashboard configuration UI remains mock/in-memory until Phase F.

Planned flow:

1. Typed schema validation on API
2. configuration.changed audit + history row
3. Allowlisted config.set command via agent queue
4. GMod agent applies to shared config / data files
5. Ack + rollback support where possible

No silent fake “saved to server” responses.
